Regulators fear a rush to expand bars in restaurants

Diners still wonder about the odd glass partition mounted atop a lunch counter at Stella Grill in Salt Lake City...Servers must walk around the small bar to serve drinks, deliver food platters or hand out bills to anyone seated at the counter.
