Elected panhandlers

Although I'm generally against laws that prohibit panhandling, Salt Lake City Mayor Ralph Becker's recent proposal may garner my support if it also quiets the rattling of cups at the State Capitol and the clamor of lobbyists rushing to fill legislators' coffers.
